The country has embarked on a new journey as per the new constitution. Our constitution has ensured the abolition of the notion of centralized governance and establishment of federal governance and the federalism has already been practiced by executing the successful election of three different levels, thereby handing over the governance to the duly elected representatives.
The formation of state government took place only after the one month of successful completion of state parliament election. A concise yet handy government has been formed after the nomination of Chief Minister on Falgun 3. At the moment, the state government is primarily focussed on drafting the laws and bylaws . Despite the lack of physical infrastructure and amenities and existential management hiccups, ministries have started executing their functions. The drafts for required laws and bylaws are in the process of submission to the state legislature. The government will start function much more effectively as soon as the promulgation of required laws catch the tempo.
At the moment, state and local governments are facing the complexities due to the indolence of erstwhile central government in execution of practices of federalism. The center-controlled government institutions are yet to be brought under the state and local government as per the constitution. Assimilation of Public officials, one of the major steps in execution of constitutional provisions, is yet not been effective. The effectiveness of departments and directorates solely depends upon the smooth execution of public official assimilation program, which in turn provides the basis for realization of federalism and for effective service delivery.
In accordance with constitutional provision of proving the motion of trust within 30 days of the election of Chief Minister, I have already got two-third of majority in state legislature. I would like to extend my sincere thanks and gratitude to those members of state legislature who has extended their support for me by casting their vote in my favor.
Now onwards, let’s not be divisive on the issues of development just for the sake of being in opposition, let’s join our hand together to move ahead for the good governance and development. This is my earnest request to all the representing parties. This is the only way forward to meet the aspiration of people and to stabilize and institutionalize the democratic norms. The onus of fulfilling the public aspiration is upon all of us.
We have to start everything from scratch to establish the structures of states for achieving prosperous state. For that, we need to come up with short, medium and long term development projects and programs. To be in the path of prosperity, the development process must imbibe the participatory approach by including direct participation of citizens in the due process. For that, I strongly urge for the active participation from all quarters.
To sum up, transparency and proper dissemination of information always guide the society in the positive direction.
